Below are the full biographies of the Edmonton Chapter Board of Directors of The CIO Association, some of the professionals that you will have an opportunity to volunteer alongside.

David Booth | CIO, City of Edmonton

A Chief Information Officer for more than 15 years, David is now CIO for the City of Edmonton, accountable for all aspects of IT operations, planning and delivery for a City of more than 870,000. David was CIO for North American Construction Group for 5 1⁄2 years where he was responsible not only for IT, but facility management, AR/AP and Payroll. David also served as the CIO for the Workers’ Compensation Board – Alberta for 9 years. His previous roles include Director of Information Management and Innovation, leading the City of Edmonton’s Open Government initiative, “Open City”, Director of Business Services for EPCOR Utilities and the Director of Information Technology for the Distribution and Transmission Branch of Edmonton Power. His interest in computers began when he was 14, working on an IBM 1500 at the University of Alberta. David has continued to pursue his passion for IT since then and with more than 40 years experience in information technology, David has a wide variety of experience in both the management and technical aspects of IT. He currently sits on the Board for the Edmonton section of the Canadian CIO Association of Canada, is a past president of the Canadian Information Processing Society1 (CIPS) – Edmonton Section and a former member of the CIPS National Executive Board.

Jim Gladden | Vice President, Information Technology, Alberta Motor Association
Currently Vice President of Alberta Motor Association, leading a team of over 100 highly skilled IT professionals Jim Gladden is a results driven Senior IT/Business leader with an outstanding record of delivering complex projects on time and within budget. Jim is a Graduate in Business Training from Ivy League Universities (Harvard School of Business, MIT and Cornell University) with Formal Corporate Director (Corporate Governance) education. Jim also serves as a part-time course instructor with the University of Alberta Faculty of Extension and Athabasca University in Business Analysis Certification, the IS Strategic Planning/Ecommerce Business Degree Program and Project Management programs.

Santiago Gomez | IT Manager, Williams Engineering

Santiago Gomez is the Information Technology Manager at Williams Engineering Canada, a multidisciplinary consulting engineering firm that provides services in a variety of sectors including property, social infrastructure, energy, resources, and industry. In his position, Santiago provides leadership for the continued development of an innovative, robust, and secure information technology environment throughout the organization. His primary responsibilities encompass strategic technology issues including governance and policy, resource allocation, information technology protocols, and business process improvement with a focus on using technology to unlock hidden potential available for efficiency and productivity during planning, design, and construction. Santiago serves on the board of the CIO Association of Canada, a not-for-profit community of CIOs and IT leaders, where one of his roles is engaging with students and people starting jobs in IT, helping them explore the possibilities of their careers, and to fully understand how they can contribute to Canada’s long-term global competitiveness. Santiago also serves on the board of the Latino Canadian Chamber of commerce where he is dedicated to creating opportunities for immigrants to discover new possibilities for their future and to thrive in this great country.

Shaun Guthrie | Director, Information Technology, Go Auto

As Director, Information Technology at Go Auto, Shaun Guthrie has the responsibility to lead and inspire a dynamic group of IT professionals that utilize cutting edge technology to advance his organization’s innovation and growth strategy. Shaun has over 15 years of Information Technology experience and holds a Computer Systems technology diploma from the Northern Institute of Technology. His passion for leadership has been at the forefront through his career and can be tracked back to his earlier days playing semi-professional hockey. His close proximity to the “trenches” enables him to understand the many challenges faced by today’s IT departments and gives him that added insight when providing strategic direction. Through various IT roles, Shaun has used his on-the-job experience and self-study to earn many Information Technology related certificates and designations.

Rita Lazar-Tippe | CIO, AEMERA

Rita Lazar-Tippe has over 20 years of Information Technology experience, consisting of contract and full-time positions within the following industries: IT service providers, federal government, engineering, education, entertainment and media. Rita was selected to the Midsize Enterprise Summit CIO 50 Group, a group of IT executives selected for their leadership in utilizing technology to help increase corporate efficiencies, decision-making ability, and more. She holds an Honours Bachelor’s Degree in Information Systems Technology, graduated from various Business Leadership Programs and completed a number of technology-related certifications.

Freddie Martinez | Manager of Infrastructure Technology, Fountain Tire

As the Manager of Infrastructure Technology at Fountain Tire, Freddie Martinez is responsible for the Datacenter, and Infrastructure Architecture used across the company nationally. Other responsibilities include budgeting, acquiring and managing infrastructure technology resources as well as exercising leadership in the application of technology to business operations. Prior to joining Fountain Tire in 2011, Freddie was the Manager of Infrastructure Technology for North American Construction Group and with more than 15 years’ experience in the high- technology industry, Freddie has also served in various IT leadership positions in NATO Missions in Bosnia, BiH (SFOR) & Kabul Afghanistan (ISAF). Freddie also serves as the board of directors for a non-for-profit organization and as the chair for corporate registration and business strategy for SATS/LIET.

David Oh | CIO & VP, Innovation & Technology Services, Alberta Gaming and Liquor Commission (AGLC)

David Oh is an innovative business and technology leader accomplished in the development and implementation of complex and major organizational technology initiatives. David has over 20 years of experience stemming from a variety of industries including banking/investment management, retail, internet startups, health, management consulting, and public sector. David is currently the CIO and Vice President Innovation at Alberta Gaming and Liquor (AGLC), an arms length government agency responsible for ensuring the gaming and liquor activities in Alberta are conducted honestly, openly and with integrity. David is responsible for leadership over AGLC’s innovation agenda, enterprise strategy, project delivery functions, and technology operations. Prior to AGLC, David was a Senior Director at Gartner Consulting, and an Executive Director at Alberta Health Services (AHS) where he developed and successfully led its corporate technology merger strategy and program. David has also held roles as Director of Technology Strategy at AGF Management Ltd. and has consulted to Fortune 500 companies such as Dayton Hudson Corporation, Air Canada, CIBC, and GlaxoSmithKline.

Joseph Schuldhaus | CEO, Malltec Inc

Joe Schuldhaus is a CPA with 30 years of experience in public practice, audit, and tax, and in the technology industry. He has served on the Board of Directors of real estate development companies and has founded or held CEO positions with technology start-ups and has held the CIO role in Real Estate, Construction, Tourism, Hospitality and Entertainment – most recently with West Edmonton Mall and Mall of America. Joe has taken that wealth of industry experience to market through his business venture Malltec Inc.

Scott Walker | IT Manager, Colas Canada

Scott Walker is the Manager of IT for ColasCanada Inc., a leading Canadian road construction group of companies. Scott has lead the IT group in the organization through expansion, growth and acquisitions, the opening of new offices, and relocations of others while focusing on driving excellence in our IT services to all our subsidiaries. Scott has had several positions in the Information Technology field and always had a passion for working closely with the stake holders to understand the needs from the outside field level on up to the executive office levels. Scott has a Computer Systems Technology diploma from the Northern Institute of Technology. His continuing education through several executive leadership courses has prepared him for managing strategic development and direction of the IT dept.
